County Support for Locally Owned and Operated Businesses – Special Assistance for Local Entrepreneurship (S.A.L.E.) Program

From FSC First: “The Special Assistance for Local Entrepreneurship (SALE) Program is a component of the Economic Development Incentive Fund (EDIF) available to established businesses throughout Prince George’s County in an effort to broaden the region’s tax base.  Council Bill 78-2013 established the Special Assistance for Entrepreneurship Program … to insure financial assistance is available to expand entrepreneurship opportunities for County residents who own businesses based in the County.  The purpose of the S.A.L.E. program is to (i) stimulate small business development and local business ownership by County residents, (ii) provide county residents who own businesses based in the County with access to flexible financing for small business start-up and expansion, in a geographically equitable manner, throughout the County and (iii) to maximize the award of S.A.L.E. funds to local minority (or woman-owned) business enterprises (“LMBEs”) to the extent possible.

Joint Base Andrews Reaches Milestone of Donating 20,000 Lbs. of Food to Prince George’s County Food Pantry

“The men and women of Joint Base Andrews have been incredible community partners in countless ways over the decades that the base has called Prince George’s County home.  Joint Base Andrews’ partnership with St. Paul’s Episcopal Church and Community Support Systems represents another incredible way that our men and women in uniform are giving back to uplift our families who are most in need.  Community Support Systems and St. Paul’s have literally fed thousands of needy South County families over the years and my constituents are truly thankful for their invaluable efforts.  By not wasting good groceries from its commissary and using it as a lifeline to our community, Joint Base Andrews is leading by example in the food recovery movement to encourage grocery stores to feed needy families everywhere with excess food.  I also thank former Councilman Jim Estepp and the Andrews Business Alliance for its work in facilitating the Base’s critical partnership with nearby communities.”

Redevelopment Launch of Hampton Park in the Kingdom Square Shopping Center – May 16

G.S. Proctor & Associates cordially invites the general public to “attend an evening reception for the Redevelopment Launch of Hampton Park in the Kingdom Square Shopping Center, presented by G.S. Upper Marlboro, MD – On Friday, May 12, Joint Base Andrews hosted Councilman Mel Franklin, Lt. Governor Boyd Rutherford, David Iannucci from the Office of County Executive Rushern Baker, Jim Estepp Sr. from the Andrews Business Alliance, and members of the local community to commemorate reaching the milestone of donating 30,000 lbs. of food from the Joint Base Andrews Commissary (“JBA Commissary”) to the St. Paul’s Episcopal Church Food Pantry run by Community Support Systems.  Joint Base Andrews has an ongoing partnership with St. Paul’s to donate excess food from the JBA Commissary to assist residents in need, especially in Southern Prince George’s County (“South County”).  Today, Councilman Franklin, who gave remarks at Friday’s event, issued the following statement:

Support for Wage Funding for Developmentally Disabled Organizations

On Tuesday, I endorsed the two-year $7 million ($3.5 million per fiscal year) “gap” or bridge grant funding request of the Prince George’s County Provider Council, a coalition of over two dozen organizations in the County that care for residents with intellectual and developmental disabilities. The funds would prevent losses in employment by assisting providers in compensating for the widening gap between state and local minimum wage laws over the next two fiscal years.

“Today’s passage of Trumpcare by the Republican-led House of Representatives is an extreme right-wing attack on the middle class, the poor, the sick, and the elderly.  Passing this bill before anyone knows how much it will cost and how many people it will leave uninsured is one of the most irresponsible acts in the history of the U.S. Congress.  Trumpcare eviscerates protections against discrimination for pre-existing conditions and it allows for a huge tax on the elderly and the sick by insurance companies.  Trumpcare will cost lives and hurt working families.  I strongly urge the Republican U.S. Senate to avoid bringing economic catastrophe to one sixth of the U.S. economy and reject Trumpcare for the well-being of all Americans.”

Bringing Better Retail to Prince George’s County

In spite of our recent momentum and successes like Tanger Outlets, Whole Foods, Nordstrom Rack, Wegmans, Brandywine Crossing, Dave & Busters, and MGM National Harbor, one of the most common concerns that people have had for many years is about attracting higher quality retail to Prince George’s County.  While our local government can do many things, making high end retailers and restaurants go where we want them to go is not one of them.  Those are private sector business decisions.  The best we can do is create an economic and planning environment that encourages high quality business and job creation, recognizing that we share a region with competing jurisdictions with among the highest median incomes in the world.  Nonetheless, we continue to work hard on this issue and initiated a retail study to get a better sense of why retailers were attracted to certain areas.

MGM National Harbor Local Impact Grant Application – DEADLINE EXTENDED TO MAY 15th

Prince George’s County Local Development Council (PGCLDC) announced that the deadline for the new grant program for non-profits that serve Prince George’s County in the defined impact area around MGM National Harbor has been extended to Monday, May 15, 2017.  The extension is designed to encourage more non-profits  to apply for funding,  These  grants will enable organizations to expand community-based programs and services within the three mile radius around the new MGM National Harbor gaming facility.

The Senior Assisted Living Group Home Subsidy Program

The Senior Assisted Living Group Home Subsidy Program provides funding for low-income older adults who may need financial assistance in order to afford placement in an assisted living facility and enables individuals to continue to reside in the community. The assisted living facility combines housing with supportive services by offering congregate meals, housekeeping personal services and 24-hour supervision.

Upper Marlboro, MD – Tomorrow, May 10, 2017 at 10AM, TripleStone Real Estate and the Patel Family will host a groundbreaking for the Cadillac Crossing Development Project, a $50 million mixed-use development in Brandywine, MD located on the US-301 corridor (southbound) across from Brandywine Crossing Shopping Center and anchored by Chipotle Restaurant, Lidl Grocery Store, Marriott Hotel, Verizon Wireless, an hibachi grill, a 10,000 square foot medical office building, and other commercial tenants.  The Cadillac Crossing development is significant because it represents the redevelopment of the site of the Cadillac Motel, a decades-old one-story motel built during Brandywine’s more rural past.  The Cadillac Crossing development is another important signal about Prince George’s County’s progress towards becoming an economic destination for the Washington, DC region.  County Councilman Mel Franklin (D-District 9), County Executive Rushern Baker, and Prince George’s County Economic Development Corporation (EDC) President & CEO James Coleman will give remarks at the groundbreaking.  Councilman Franklin issued the following statement:

“The Cadillac Crossing project builds on Prince George’s County’s impressive momentum in attracting better commercial amenities throughout the county.  Prince George’s County is no longer just a “bedroom community,” but instead is becoming an economic destination for the world.  The Brandywine area has become a significant focal point for local investment and job creation over the past 10 years and the Cadillac Crossing project will provide great new amenities for South County residents and businesses.  I especially would like to thank the Patel Family and TripleStone Real Estate for bringing this longstanding project to fruition and, most notably, Mani Patel, who became one of the first Indian-American hotel owners in the country in the 1970s.”

Prince George’s County Councilman Mel Franklin Endorses Two-Year Budget Request of Developmental Disabilities Organizations to Support Wages

Prince George’s County Provider Council Reports Need for $3.5 Million in Each of the Next Two Fiscal Years in Bridge Funding Due to Local Minimum Wage Law

Upper Marlboro, MD – Today, County Councilman Mel Franklin (D-District 9) endorsed the two-year $7 million ($3.5 million per fiscal year) “gap” or bridge grant funding request of the Prince George’s County Provider Council, a coalition of over two dozen organizations in the County that care for residents with intellectual and developmental disabilities. The funds would prevent losses in employment by assisting providers in compensating for the widening gap between state and local minimum wage laws over the next two fiscal years.  The State Department of Health and Mental Hygiene’s Developmental Disabilities Administration (DDA) provides wage support to developmentally disabled providers for state minimum wage requirements, but does not provide such assistance for local minimum wage requirements that are higher than the state minimum wage, which is currently $8.75 per hour and will reach $10.10 per hour on July 1, 2018.  The local minimum wage in Prince George’s County and Montgomery County is $10.75 per hour and will reach $11.50 per hour on October 1, 2017.  Councilman Franklin issued the following statement:

“The organizations who serve our residents who are overcoming intellectual and developmental disabilities are truly essential to the quality of life of thousands of families across our County.  The work they do is difficult and challenging, but words cannot convey the love with which they provide the incredible support that our developmentally disabled community needs.  I know that the wages that these organizations provide their employees are critical to maintaining a high quality workforce in one of the world’s most expensive regions to live and I recognize the gap created by the difference between our local minimum wage and the state’s lower minimum wage, particularly over the next two years.  I am happy to support the Prince George’s County Provider Council’s two-year request for temporary funding to ensure that developmentally disabled providers can provide their employees with wages for the critical services that they provide.”

The County Council holds its final budget public hearing tonight, May 8, 2017, 7:00p.m. at the County Administration Building, 14741 Governor Oden Bowie Drive, Upper Marlboro, MD 20772, First Floor Hearing Room.  A large presence from the Prince George’s County Provider Council is expected.

PSEG Energy Career Program in Partnership with Prince George’s County Public Schools

From PSEG: The PSEG Energy Center (being constructed in Brandywine) Career Program is working in partnership with Prince George’s County Public Schools to place students into internships that will be paid to learn the basics of power plant operation and safety. Below you will find the information you need to begin a rewarding career in the power generation business.  The first cohort of 4 graduates did a wonderful job and should be congratulated: Ruth Ayers, Brandyn Butler, Jaylen Powell, and David Smith.  The next cohort will be substantially larger.

Program Highlights:

  1. Opportunity to join an industry that consistently offers high paying jobs.
  2. Students will be paid to learn:
  3. Up to ten students will be paid to learn the basics of power plant operation and safety through two semester learning periods beginning on September 18, 2017. Pay will be for approximately 20 hours per week of classroom time at a rate to be determined. Students will be expected to study outside of class on their own time to ensure their understanding of the skills and concepts that are being taught. Holidays, scheduled days off, and sick days are unpaid days.
  4. Students who are selected to advance to the six month internship phase will be paid up to 40 hours per week at a rate to be determined. The dates of the internship phase are yet to be determined for the 2017-2018 ECP group. Holidays, scheduled days off, and sick days are unpaid days.
  5. Students who successfully complete the classroom and internship phases will have many of the desired skills for positions within the energy industry. Students will be able to apply for positions at the Keys Energy Center and other PSEG facilities.

To be eligible to apply to the program, you must:

  1. Be a recent graduate from a high school in Prince George’s County, Maryland.
  2. Must be at least 18 years old by September 18, 2017.
  3. Have a strong Science Technology Engineering Math (STEM) background (grades of C or higher in 80% of all science, technology and math classes).
  4. Students must include official high school transcript for consideration (with attendance record).
  5. Submit two letters of recommendation:
  6. High school math, science, or technology teacher
  7. Community member (pastor, employer, etc.)
  8. Recommendation letters from any family member are not acceptable.
  9. Complete a Statement of Interest (approximately 500 words) – State why you are a good candidate for the Energy Career Program and why you should be selected.
  10. Fill out the online application on PSEG website. Go to www.pseg.com/careers
  11. Candidates who meet all the requirements for the initial selection criteria will be considered for part two of the selection process which is comprised of an interview that utilizes PSEG’s formal interview process. If you are selected for the program, you will also be required to complete a physical examination that includes drug testing, vision, hearing and pulmonary screening scheduled by PSEG Fossil.
  12. Provide valid proof of citizenship (driver’s license, passport, etc.)

WSSC Announces Public Meetings on New Water Rate Structure: New Rates May Affect You

From WSSC: “WSSC is engaging in an extensive public outreach campaign to ensure our customers are fully aware of plans to change our current 16-tier rate structure. A key component of this multifaceted effort includes hosting a series of public meetings to help inform and educate our customers on the rate structures under consideration and the impacts these options have on their water and sewer bill. We recently mailed out the attached flier to all WSSC customers inviting them to the following meetings:

Background
As you may know, WSSC has been actively engaged in a transparent rate structure study since last summer involving input from customers, stakeholders and county government representatives. The new rate structure is intended to better align operational and capital costs with rates. Additionally, a new rate structure will provide a more predictable revenue stream to pay for infrastructure improvements. With more than a third of WSSC water mains over 50 years old, replacing our aging infrastructure is key to our mission to deliver safe, clean water to our customers. Our efforts to develop a new rate structure also are consistent with the recent ruling from the Maryland Public Service Commission, which ordered us to develop a new reasonable rate structure. 
 
After extensive customer outreach and public involvement, our goal is to adopt a new rate structure in June 2018.
