Memorial Day 2018: Our Unforgettable Heroes

MEMORIAL DAY 2018: OUR UNFORGETTABLE HEROES

This Memorial Day, we honor the sacrifices of the men and women of our armed forces who gave their lives so that we can live in freedom in the greatest country on earth.  We honor their families and remember that the heroes we lost as a nation are the loved ones they still long for.  We pray that God brings them peace and comfort, especially on this Memorial Day.  Let us also honor and pray for our veterans, for the brothers and sisters they lost on the battlefield.  The memories of war are often difficult to bear for our returning soldiers, but it is a burden that they sustain to defend the values of our country.

Today, we also give special remembrance to those still missing in action or prisoners of war.  There are still nearly one thousand Marylanders missing or unaccounted for from our nation’s wars.  We must never forget these heroes and the families that still hope for closure for their loved ones.

And finally, we honor the final sacrifices of our soldiers whose remains lie in the Tomb of the Unknown Soldier.  While these men and women are unidentified by name, we know them by the valor with which they gave their lives to protect ours.

We will never forget you.

Mel Franklin Receives the Unanimous Endorsement of All of Prince George’s County’s Public Safety Unions for County Council At-Large

Prince George’s County Council Member Mel Franklin Receives the Critical Endorsement of All Five Public Safety Unions

Upper Marlboro, MD – The public safety unions representing Prince George’s County’s police officers, fire fighter/EMS employees, sheriff’s deputies, correctional officers, and civilian public safety employees have endorsed Council Member Mel Franklin (D-District 9) in his candidacy for Prince George’s County Council At-Large.  During Councilman Franklin’s nearly 8-year tenure on the Council, including two years as Council Chairman and one year as Chair of the Council’s Public Safety & Fiscal Management Committee, the County has increased its public safety budget by over 30%, reduced crime by half, and significantly increased public staffing and resources.  Today, Councilman Franklin released the following statement:

“I am truly honored and humbled to receive the unanimous endorsement of our County’s public safety unions.  Our men and women in law enforcement and public safety risk their lives each and every day so that my family and thousands of other families in our County can live our lives in safety.  I do not take the risks and sacrifices made by these brave men and women and their families for granted and my constituents are forever grateful to them.  When I took office in December of 2010, we confronted a near daily wave of violence, but through persistent and dedicated partnership between our public safety officers and employees, elected officials, and the community, along with significant increases in resources, we have cut crime in half and helped foster the major economic development and jobs revival that we are experiencing today.  Today’s progress began with public safety and we will continue to support our men and women in public safety just as they have supported us.”

The unanimous endorsement of the Fraternal Order of Police Lodge 89, IAFF Prince George’s County Local 1619 (Fire/EMS), Fraternal Order of Police Lodge 112 (Deputy Sheriffs), Prince George’s Correctional Officers’ Association, and Prince George’s Police Civilian Employees Association can be found here.  The Maryland 2018 Democratic Primary will be held on June 26, with early voting occurring from June 14-June 21.  Voters may vote for up to two At-Large candidates.

Prince George’s County Is Leading the State in Creating Jobs

County Celebrates Being Maryland’s #1 Job Creating Jurisdiction for the 5th Quarter in a Row

Upper Marlboro, MD – Recently released data from the State of Maryland’s Department of Labor, Licensing and Regulation (DLLR) shows that Prince George’s County added over 6,100 jobs from the 3rd Quarter of 2016 to the 3rd Quarter of 2017. This is the fifth consecutive DLLR quarterly report in which Prince George’s County has led the State of Maryland in total new job growth over the previous year. Prince George’s County’s 1.97% rate of job growth was more than double the 0.86% of the State of Maryland. Howard County was second in the State of Maryland with 1.27% job growth rate and Baltimore City was third highest with a 1.26% job growth rate.

“No one would have imagined when I took office that Prince George’s County would lead the state of Maryland in job growth for five consecutive reporting quarters” said Prince George’s County Executive Rushern L. Baker, III. “Our success is based on a series of specific strategies and policies that we implemented to reform the way Prince George’s County does business with the private sector and through our collaborations with our partners in the Prince George’s County business community, the Prince George’s County Council, the Prince George’s County General Assembly Senate and House delegations, and the Prince George’s County Congressional delegation. I want to thank my economic development team for their outstanding efforts to provide Prince Georgians with opportunities to work in our own County.”

A summary of the County’s job growth achievements based on DLLR’s data is outlined below:

  • Prince George’s County created 6,175 jobs from 3rd Quarter 2016 to 3rd Quarter 2017.
  • Prince George’s County had a 1.97% job growth, compared with 0.86% for Maryland.
  • Prince George’s County created 27% of all net new jobs in Maryland from 2Q 2016 to 2Q 2017.
  • The hottest job sectors in Prince George’s County are Government, Information, Professional and Business Services, and Construction.

Beyond the data and numbers, Prince George’s County also had several economic development and job growth successes recently. In February, Giant Food announced relocating their headquarters from Pennsylvania back to Prince George’s County and, last week, cyber security company, ID Agent, announced moving their headquarters from Washington, DC to Bowie, MD.  Additionally, Bowie-based healthcare technology company, Inovalon acquired Minneapolis based ABILTY Network. Next month, Prince George’s County will celebrate the Grand Opening of Futurecare  that will continue to grow “Downtown Largo” with the first new free-standing rehabilitation facility coming to Prince George’s County in more than 20 years. Futurecare will bring 150 new beds to patients and 220 new jobs to the County’s healthcare epicenter as the nearby University of Maryland Capital Region Medical Center is actively being built.

In addition, our award winning Economic Development Incentive Fund (EDI Fund) continues to support business investment in Prince George’s County. Susan Gage Caterers, an EDI Fund recipient, at the end of this month will receive a major award from the Maryland Economic Development Association (MEDA). And last month, the Washington Business Journal announced their top 25 real estate business deals of 2017. Deals in Prince George’s County accounted for 20% (5) of WBJ’s list, the most ever for the County in the 20 year history of this list. The Prince George’s County business deals highlighted as best in the Capital Region are:

  • The Hotel at University of Maryland in College Park
  • The Kaiser Permanente Administrative Building in New Carrollton
  • The United States Immigration and Citizenship Services in Camp Springs
  • The University of Maryland Capital Region Medical Center in Largo
  • Sale of The Washington Bible College site in Lanham

Important Middle Class Tax Relief for Prince George’s County Residents

Homestead Property Tax Credit

To help homeowners deal with large assessment increases on their principal residence, state law has established the Homestead Property Tax Credit. The Homestead Credit limits the increase in taxable assessments each year to a fixed percentage. Every county and municipality in Maryland is required to limit taxable assessment increases to 10% or less each year. Homeowners’ Property Tax Credit Program

For homeowners with a combined gross household income of $60,000 or less, this program allows credits against the homeowners’ property tax bill, but the taxes must exceed a fixed percentage of a person’s gross income. It sets a limit on the amount of property taxes a homeowner must pay, based on income. Income is defined as the gross income before any deductions are taken. Nontaxable retirement benefits such as Social Security and Railroad Retirement must be reported as income. You must apply every year no later than September on a standard application supplied by the Department of Assessments and Taxation. Example: If your combined household income is $16,000, your tax limit is $420. You would be entitled to receive a credit for any taxes above the $420. You would be entitled to receive a credit for any taxes above the $420. If your actual property tax bill is $990, you would receive a tax credit in the amount of $570, the difference between the actual tax bill and the tax limit.

Use the Assessment Appeals Process

Everyone’s property is re-assessed every three years, but sometimes your assessment does not really reflect your actual market value based on home sales in your area.  The assessment appeal process allows property owners the opportunity to dispute the value determined by the State Department of Assessments and Taxation (SDAT). Property values rise and fall to reflect the market. Customers should file an appeal when the estimated value of their property does not accurately reflect what they believe to be its current market value.

Maryland Renters’ Tax Credit Program

The State of Maryland Renters’ Tax Credit Program provides Property Tax credits for renters who are (i) age 60 and older, (ii) 100% disabled, or (iii) have dependents under 18 and meet certain income requirements. Under HB-340, passed by the Prince George’s County Delegation and the Maryland General Assembly in the 2016 Legislative Session, renters can receive maximum tax relief up to $1,000. This legislation also expands the statewide Renters Tax Credit program and increases the pool of eligible applicants. To get a credit for 2015, you must file by September 1st. 24-Month Residential Leases for Seniors

Prince George’s County seniors living in specified age-restricted housing can now enter into a 24-month lease agreement without incurring fees or rent increases for the term of the lease. Landlords are required to provide written notice about the 24-month period when entering into a new lease or a renewal lease. Prince George’s County Renters’ Property Tax Relief (Seniors and Other Qualifying Residents)

During my tenure as Council Chairman, my colleagues and I, aware that residents who qualify for the State’s Renters’ Tax Credit Program, above, are already stretched financially, also passed additional tax relief for seniors and other qualified renters in CB-95-2015. Prince George’s County automatically provides a Renters’ Property Tax Relief Supplement to each resident who qualifies for the State Renters’ Tax Credit. The County Supplement is 50% of the State payment, and will be dispersed in late spring of each year. No additional application beyond the State Renters’ Tax Credit application is required. If you have additional questions, please contact the Office of Finance, Treasury Division, at 301-952-4030. Example: If you qualify for a State of Maryland Renters’ Tax Credit of $400, you will automatically receive a tax credit of $200 from Prince George’s County for a total of $600.

 

Transfer Tax Exemptions for Classroom Teachers and Police and Deputy Sheriffs

The County and State provide total or partial exemptions from the transfer tax assessed at the time of the sale/purchase of homes in the county for teachers, public officers, and deputy sheriffs.

CB-63-2003 Surviving Spouse of a Fallen Law Enforcement/Rescue Worker (PDF) – Annual application and initial proof of claim must be filed with the Director of Finance by April 1 prior to the tax year for which the credit is being requested. The fallen officer must have owned the dwelling at the time of his/her death and the surviving spouse must currently occupy the dwelling. MD Student Loan Debt Relief Tax Credit – Have you incurred at least $20,000 in undergraduate student loan debt and have at least $5,000 in outstanding undergraduate student loan debt remaining? Snow & Ice Control Update – Mar. 21, 2018

Storm Forecast

A wintry mix of light snow will continue with precipitation ending around midnight.  The low tonight will be 29 degrees with generally light winds with gusts up to 15mph.  There could be small additional accumulations on roadways and grassy areas. Thursday is forecast to be partly cloudy with temperatures in the mid 40s.

Road Conditions

All primary, major collector roadways are at 90% to 95% complete. All residential roadways are 50% to 55% bare pavement. Crews will begin to focus heavily on residential areas as the operation moves forward into the evening and overnight.  Residents and non-emergency personnel are encouraged to remain off the roadways so that crews can continue clearing the roads.

Bus Service

The Bus Transit Service will operate as scheduled with possible delays on March 22. Paratransit Service will provide Dialysis and Senior Meal Delivery services only.

When a snow emergency is declared, the Prince George’s County Department of Public Works and Transportation (DPW&T) is responsible for providing “passable” conditions on a network of over 1,800 miles of county-maintained roadways to ensure the safety of residents, citizens, and travelers.

Route Clearing Priorities

Routes are prioritized for service into categories: primary, secondary and residential. Primary and secondary roads are serviced first to ensure that public safety and other emergency vehicles can travel. After completion of these roads, residential roads receive service. Crews work as long as necessary to clear roadways, which consists of salting, sanding and/or plowing, as warranted by weather conditions.

To assist crews, citizens and residents are requested to:
·         Move and keep vehicles off snow emergency routes

·         Park in driveways or other off-road locations wherever possible

·         Park only on the even numbered sides of roads/streets

It also is important for single-family homeowners or renters and business proprietors to remember that they are responsible for removal of snow/ice from sidewalks abutting their homes or businesses.

Reporting Road Concerns

During a snow and ice event, residents and citizens are encouraged to wait 24 hours after the precipitation has stopped to call CountyClick 311 or go to www.countyclick311.com to report emergencies or concerns about roadway conditions.

The Department of Public Works and Transportation is committed to snow removal from all streets maintained by Prince George’s County. Please assist us with our snow removal efforts by submitting your information on the Snow Removal Form.

FAQs

1.When will my street be plowed?

Snow emergency routes and primary roads are treated first, followed by secondary streets and finally residential streets including dead-ends and cul-de-sacs.

2.Where do I call to report my street has not been plowed or treated?

Call CountyClick 311 (311 or 301-883-4748), 24 hours after the precipitation has stopped, if your road has not been treated.

3.My driveway is blocked with plowed snow, what do I do?

You are responsible for clearing the snow from your driveway. It is best to shovel your driveway after the road has been plowed to avoid having driveways blocked by snow plowing operations. DPW&T does not have the resources available to unblock driveways.

4.I have a medical condition and need my street plowed right away.

The Department of Public Works and Transportation cannot prioritize roadways by medical needs of the residents. For medical emergencies, residents should call 911 immediately. Department of Public Works and Transportation works directly with the Fire and Police Departments on emergencies. For assistance with transportation to medical appointments, residents should call the Office of Emergency Preparedness at 301-583-1899. The Office of Emergency Preparedness will assist in providing transportation with 4 wheel drive vehicles.

5.Where should I park my car?

If you have a driveway, use it. A parked car in the driveway means less area to shovel later. If on-street parking must be used, cars must be parked on the even-numbered side of the street during snow operations. Failure to do so could result in a fine and/or towing.

6.I live in a new development and I haven’t seen a snow plow yet. Who do I call?

Call CountyClick 311 (311 or 301-883-4748). Inform the call taker that you live in a new development and they can determine if your roadway has been accepted into the County maintenance system. If it hasn’t, you will need to contact your developer or citizen’s association as it is their responsibility until the road has been accepted by the County.
